HIGH SCHOOL
Tuggle was a team captain, four-year letter winner, all-state and all-conference as a senior for Laramie High in 2018. Tuggle was also a three-year letter winner in soccer and received awards for sportsmanship. Off the field, Tuggle was a member of the honor roll.

He is the son of Karla and Kurt Tuggle and has one sister (Annette). Baxter plans to pursue a degree in health sciences.
